150 Chinese vessels ‘fishing’ in West Philippine Sea —NSC
(GMA News) The presence of Chinese vessels continues to be monitored in the West Philippine Sea, with at least 150 of them doing “fishing” operations.

This was disclosed during the House deliberations on the proposed P5.024 national budget for fiscal year 2022 by the National Security Council (NSC) through Muntinlupa Representative Ruffy Biazon, sponsor of its budget.

Biazon is also the vice chairman of the House committee on national defense and security.

It was Gabriela party-list Representative Arlene Brosas who inquired about the continued presence of the Chinese vessels in the West Philippine Sea.

“Kinoconfirm po ng NSC na mayroon pa rin pong umaaligid na Chinese maritime vessels doing fishing operations, moving one spot to another, at ‘yun nga po ‘yung binabantayan din ng counterparts dito sa Philippine side kaya nakikita po natin ‘yung challenge na ginagawa against these Chinese vessels,” Biazon said.

“Sa appearance nila mukhang civilian vessels kaya tinatawag na maritime militia. They look civilian but you know they have some strategic mission to do out there. Pero mukhang civilian,” he said.

Meanwhile, Biazon refused to disclose the number of Philippine military vessels deployed in the area in the interest of national security.

In April, six vessels of the Chinese Navy, including at least three warships, were spotted in the West Philippine Sea by Philippine sovereignty patrols.

No-contact apprehension is now also a thing outside of Metro Manila
(Top Gear Philippines) More local government units are starting to adopt no-contact apprehension programs (NCAP) in their areas. The local government unit of Cauayan City in Isabela has announced that it is now implementing the same system within its jurisdiction.

According to the LGU, the roads in Cauayan City as well as in other areas of Isabela are regularly used by trucks and large commercial vehicles that are notorious for speeding. These vehicles are also known to travel more often at night to avoid both heavy traffic and apprehension. The city believes that an NCAP will help address this.

Using AI technology, the cameras will be able to accurately capture the conduction stickers and plate numbers of traffic violators. Upon review and approval of the LGU, a Notice of Violation containing the date, time, and location of the violation along with the corresponding fine will be sent to the registered owners of the vehicles.

(CNN Philippines) Metro Manila (CNN Philippines, September 28) — President Rodrigo Duterte has approved the vaccination of the general public, including adolescents, against COVID-19 starting October, Malacañang confirmed on Tuesday.

“Ang good news po inaprubahan na po ni Presidente ang pagpapabakuna sa general population simula po ng buwan ng Oktubre,” presidential spokesperson Harry Roque told a briefing.

[Translation: The good news is the President has already approved the vaccination of the general population starting October.]

With this development, Roque said that children can now be vaccinated against COVID-19. However, he did not specify the age range.

“Hinihikayat natin na magpa-masterlisting na po ang mga magulang ng mga kabataan para mapalistahan na sila pag nagsimula tayo,” he said.

NCR, rest of country to have isolated rains due to trough of typhoon outside PAR
(GMA News) The National Capital Region and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers on Monday due to the trough of Typhoon Mindulle and localized thunderstorms, PAGASA said in its weather forecast.

Flash floods or landslides may occur during severe thunderstorms.

Mindulle is still outside the Philippine Area of Responsibility (PAR) and at 3 a.m. was located 1,600 km east of Extreme Northern Luzon.

The typhoon has maximum sustained winds of 185 km/h, gustiness of up to 230 km/h. Mindulle is moving north northwestward at 10 km/h and is expected to enter PAR on Tuesday. Once inside PAR, the typhoon will be renamed Lannie.

Mindulle’s trough or extension is affecting the eastern sections of Southern Luzon and Visayas.

Coastal waters will be slight to moderate throughout the country.
